…Lasg should face state Roads, allow Local Councils to manage Trunk C Roads.
Few months ago Kosofe Post correspondent visited Gafari Balogun Street, at Ogudu following the outcry of some residents over the alleged shoddy construction work by Agrillos Construction company who handled the full scale road construction on behalf of LASG in conjunction with Kosofe Local Government (Client) according to the Signage sighted at Agbekoya office around the project site.
Upon enquiry from Kosofe Local Government the first call of contact in Kosofe community, Whom allegedly contributed financially to the infrastructure development in the council area denied ownership.
Reacting to kosofe Post responsiveness to public complaints comparative commentary with another Council on the sideline on Gafari Balogun Street before our final reports was later put on hold was the SA, SSA Media to the local government chairman, whom council was indicated as the client was the media aides who frown at the commentary. clarifying the position of the LG Fadipe said the road was not executed and implemented by Hon. If the Fadipe’s statement can be taken to the bank that’s more reason well meaning citizens must support total financial autonomy and call for increment of revenue sharing formula in favour of the local councils to execute and implement community monitorable projects . Looking at some of the local councils annual budget sectoral allocations. on salaries alone hardly to see any LGs executing 6 months capital project without running into problems except few ones among them.
The affected community strongly believe that elected local government chairmen are the interface between the people and state government if they are denying the ownership(client As boldly written on the signpost) . Yet, the local council remains the point of contact to all enquiries on grassroots developments. More importantly, its in public domain that monthly LGs allocation deduction through the Joint account allocation committee( JAAC ) was used to financed some of these abandoned and shaddy road constructions as gathered. So, therefore, the council chairmen based on the symbiotic relationship with their state governors are expected to take responsibility and safe the public from the ” Era of Obasanjo Vs Tinubu.”
During this era due to the cold war between the duo and the poor condition of Trunk A roads that litters the state without given the required attention by FG, made several undiscerning citizens to have the notion that it was negligence by Ashiwaju Tinubu led administration . This prompted his administration to put a signpost” This Road belongs to The Federal Government Of Nigeria” to a large extent it reduces criticism, and misconception about LASG and resort to call to action on the part of FG in some areas.
On the other hands, several state governors abandoned their highly deplorable conditions of their state roads and embarks Federal Government road construction and seek refunds. This roads after completion and refunds collected they run advertorial piece as if it was their personal financed projects. This trend also applicable to some Federal lawmakers who indirectly gets constituency project funds (FG money) to execute and implement community projects. But end up putting their names as donor or sponsor. This developments and others recently made the FG to issue directives to all state Governors to face their state roads rehabilitation , reconstruction and leave Federal roads alone .
Similarly, state Governors should face their state roads rehabilitation , reconstruction and leave Local government roads for the local authority Executive chairmen. While the State Government in collaboration with the Lagos State house of Assembly, should enact their own version of the Lagos State economic and financial crime Commision to take care of the endemic corruption beneath the skin of some of the council chairmen. Moreso, All signoff resources and revenue generating sources of the Local councils to the state must be revisited to enhance rapid growth and development at the grassroots.
As the latest development on the abandoned Ajoke salako Street construction by Cyprus and Jenny Ltd in Kosofe, led to heaps of petitions by residents that triggered oversight function by the Lagos state House of Assembly and Lagos state Ministry of works and infrastructure visitation to the abandoned project few weeks ago, it also exonerates or indicts? Subsequently, the local government and their counterparts will help the general public by putting signpost on some of the state owned and abandoned road project” This road belongs to Lagos State Government” Because it works in the past and it will further help the public to know where to direct their complaints when they see such roads rather than seeing some chairmen as non performance. Nevertheless , Some Local councils claims ownership of their in collaboration projects with the LASG on such roads as one of their achievements while others dissociates themselves.
All the Local councils should embraced accountability and transparency by making approved projects in their annual budget open beyond the publicized or secretly passed budget estimations open to the public . Alternatively give the public the regular feedback before, during and after projects completion.
